Basic Function:

Coordinate the university’s compliance efforts regarding Title IX of the Education Amendments of 1972; the Violence Against Women Act amendments to the Clery Act; Title VII of the Civil Rights Act of 1964 (including the Pregnancy Discrimination Act of 1978); the Equal Pay Act of 1963; ORC Chapter 4112 (as it relates to gender); and other relevant gender discrimination and harassment laws as applicable to the institution. Also assist with: Affirmative Action planning and implementation; VETS 4212 reporting; section 504 and ADA accommodation and accessibility matters; and EEO job approval and selection process. Reports to Vice President for Human Resources.

Examples of Duties:

Duties/essential functions may include, but not be limited to, the following:

Serve as Title IX Coordinator and official designated with enforcing the response and outreach portions of the Violence Against Women Act amendments to the Clery Act.

Maintain and enforce the university’s policies regarding gender equity, discrimination, harassment, and violence, including relationship/intimate partner violence and stalking.

Responsible for leading the University’s strategic planning, reviews, training, education, prevention, response, data collection, analysis, reporting and record retention regarding the above mentioned laws and regulations.

Advise Vice President and University leadership on gender equity related issues.

Oversee the intake, administration, investigation, and resolution of gender/sex discrimination, harassment, sexual misconduct, intimate partner violence, and stalking and retaliation complaints by applicants, students, faculty, staff, and visitors, per university policy. Investigate such complaints when appropriate.

Oversee investigators in connection with theintake, investigation, and resolution of gender-based complaints.

Maintain knowledge and education in the field of gender equity and discrimination, sexual harassment and violence, relationship/intimate partner violence, and stalking, as well as maintain education in the laws related to these topics. Ensure investigators and other relevant parties receive periodic training regarding the investigation and resolution of complaints.

Compile and monitor university and department goals, objectives, and strategies regarding gender equity; collaborate with department heads to develop and implement programs and activities to accomplish goals.

Identify gender equity developmental issues within the University and develop strategies and programs to achieve resolution.

Collaborate with other university departments and community partners to formulate a university-wide approach to gender equity, gender/sex discrimination, harassment, and violence issues.

Ensure the education of students and training of employees, as related to gender equity and as required by law or policy. Collaborate with university stakeholders to develop and administer relevant compliance awareness, education and training programs, as appropriate.

Conduct programs and disseminate information to the University community to increase awareness of gender equity issues, legal requirements, and harassment prevention.

Review and respond to Title IX appeals regarding investigations conducted by investigators.

Conduct mediations, administrative meetings and manage conflict resolutions between parties during informal investigations.

Issue no contact orders and other applicable interim actions when appropriate.

Serve on various department, division, and University committees.

Perform related duties as assigned.

Minimum Qualifications:

Bachelor’s degree and five years experience in the area(s) of legal, student conduct, student life, human resources, law enforcement, civil rights regulatory compliance, or similar field which has included experience in compliance, discrimination and/or grievance investigation and resolutions.

License/Certification:

Not applicable.

Knowledge Of:

Sexual-harassment/sexual misconduct and gender-based grievance procedures in a university setting*
Desktop office computing applications. *

Skill In:

Written and interpersonal communication, public speaking, and training*
Strong organizational, planning, and analytical skills

Ability To:

Interpret equal opportunity and non-discrimination laws and regulations as necessary, including Title IX, Title VII, etc.*
Remain neutral in the investigation and resolution of matters*
Excellent interpersonal skills
Communicate effectively both in writing and verbally
Assertively communicate with those in positions of authority the need for compliance with university policies

Work under multiple deadlines and sensitive timelines
Work collaboratively with diverse constituents, including: students, faculty, staff, administrators and community partners*
Work evenings and weekends when needed

Preferred Qualifications – if applicable:

Higher education experience; experience with Title IX compliance to include investigations; familiarity with the Clery Act; experience in training or public speaking; ATIXA/NACUA Title IX Certification or Training; relevant graduate degree (e.g. Law, Education, Business, Public Administration).

Working Conditions / Physical Requirements:

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. Incumbent may be required to travel from building to building frequently and off campus occasionally.
